Instructions
Preheat the oven to 350 degrees.
In a large skillet, heat olive oil over medium heat and saute onions and garlic 5 to 7 minutes until fork tender, add lemon zest and saute 5 minutes. Add goat cheese, Parmigiano-Reggiano cheese, red pepper flakes, sea salt and freshly ground black pepper, penne and 1/4 cup reserved pasta water and saute 1 to 2 minutes until cheese is warmed.
